Report: Israel to increase settlement construction

Several organizations based in the West Bank have recorded widespread building activity in 12 settlements within the past three weeks...

The work consists of ground preparation, pouring concrete and drilling construction foundations, the paper quoted knowledgeable sources as saying, noting that the projects were not part of any deal between Israel and the United States.
