UN envoy welcomes Fayyad plan for de facto state

The UN Special Coordinator for the Middle East Peace Process said he welcomed Palestinian Prime Minister Salam Fayyad’s plan for a de facto Palestinian state by the year 2011, which was unveiled on Tuesday.
